This report explores how federal agencies are utilizing the National Information Exchange Model (NIEM) framework to facilitate information sharing to help meet their agency goals.
This paper lays out some of the benefits of information sharing and NIEM. The authors describe an assessment conducted of the NIEM capacity of 16 federal agencies, which informed the analysis of the information sharing environment in federal agencies outlined in this paper. The analysis highlighted common challenges and generated information on the ways federal agencies are using NIEM to facilitate information sharing, including those agencies that are still deciding whether to use NIEM and agencies that are not using it at all. This paper also describes the vision of NIEM as "the framework for establishing government-wide, cross-domain information exchanges" and what opportunities this may create. Appendices provide more technical information about NIEM and its applications.
